Do I need any new fasteners to install this?

This grille mounts at factory points, so you can reuse your existing hardware. Confirm bolt condition before installation replace any corroded or damaged fasteners.

Can I paint over the matte black finish if I want a different color?

Yes. Light scuffing and a quality primer will prep the surface for paint. Refer to your paint supplier for adhesion recommendations on matte finishes.
